Database: Augusta salaries reveal substantial raises

Augusta’s highest-paid employee remains Augusta Regional Airport Director Herbert Judon at $193,242, while General Counsel Wayne Brown moved into second with $180,507, according to city salary records obtained by The Augusta Chronicle.
Due in large part to longevity increases, several other high-ranking employees enjoyed significant salary increases over the past year.
Fire Chief Chris James, an employee since 1987, saw his salary increase from $115,591 to $151,265. Longtime employee and Augusta Canal Authority Director Dayton Sherrouse’s pay rose from $134,086 to $161,528. Commission Clerk Lena Bonner, an employee since 1973, saw an increase from $116,725 to $136,343.
Planning Director Rob Sherman saw an increase from $115,591 to $126,555, while Procurement Director Geri Sams’ pay rose from $118,744 to $127,756.
Longevity increases, implemented in 2017 for the city’s lowest paid workers, were extended to the city’s highest paid this year. Those with at least 10 years of service received 4% to 6% increases based on the number of years past 10.
Joining the $100,000 club this year were stormwater maintenance manager Charlie Gay, whose salary rose by $30,000 to $101,323, and IT Deputy Director Gary Hewett, whose pay went up approximately $6,000 to $101,427.
Interim City Administrator Jarvis Sims was recently given a retroactive raise for the time he’s been in the interim post, which increased his pay from $142,405 to $160,000.
Overall, the number of employees now garnering more than $100,000 – the average salary is $126,206 – increased from 45 to 50 over the past year, despite the deaths or departures this year of four of the city’s highest paid workers.
Among all ranks, 54 employees had raises of 30% or more while 26 had 40% and 12 saw 50%. Eight increased by 60% or more.
The government has made 215 new hires during 2020, most of them entry-level public safety jobs. James, who has come under fire for staffing shortages, has hired 32 entry-level firefighters, including 20 in August.
Richmond County Sheriff Richard Roundtree has brought aboard 58 new jailers for the Charles B. Webster Detention Center this year.
As of Tuesday, the government was paying 2,581 personnel, but around 100 are part-time workers, such as Augusta commissioners, or being paid supplements by the city toward their total court circuit or state salaries.

Works with firefighting teams to control and extinguish fires and safely manage hazardous materials that endanger the public and property. Firefighter I
Protects lives and property endangered by fire and other emergency situations within the guidelines of supervisory instructions, NFPA federal and state laws, local ordinances, building codes, and County and department rules, regulations, policies, and procedures. Reports to the Fire Lieutenant or other designated person and works with co-workers, fire and emergency victims, law enforcement personnel, forestry officials, utility companies, and the public to protect the lives and property of citizens.
- Responds to fires and performs fire suppression activities utilizing firefighting equipment and techniques.
- Performs rescue, salvage, and overhaul operations.
- Administers first aid and/or CPR
- Performs housekeeping, building maintenance, and grounds keeping duties.
- Inspects assigned apparatus and equipment; cleans and performs routine maintenance on same.
- Assists in preparing pre-fire plans, completing reports, and providing training.
- Performs other duties of a similar nature or level.
Education: High school diploma or GED
Experience: No Experience Required.
Age: Must be at least 18 years of age.
Military: Honorable discharge, if any, from the military.
Medical: Must meet the medical requirements set forth in NFPA 1582.

- DD214 Member-4 (from those with military experience)
Knowledge/Skills/Abilities:
- Considerable knowledge of firefighting and rescue techniques, apparatus and equipment, hydraulics, and hazardous materials.
- Familiarity with local, state, and federal fire codes, NFPA guidelines, departmental and County rules, regulations, policies, and procedures, and local geography, streets, buildings, and fire hydrant locations.
- Proficiency in building construction and basic mechanics, recognizing potential fire hazards, and interpersonal relations.
- Mastery of first aid and CPR.
- Demonstrated ability to work independently.
- Excellent communication skills both written and oral.
- Strong people skills.
- Must successfully complete the Augusta Fire Department firefighter recruit training program within four (4) months of beginning program.
- Must be a certified state of Georgia Emergency Medical Technician within twelve (12) months after hiring date.
- Possess or have ability to meet current requirements set forth by the Georgia Firefighter Standards and Training Act.
Licensing:
Must have a current valid driver's license with an acceptable driving record.
Physical Requirements:
- Possess or have the ability to meet current fitness requirements set forth by NFPA1582.
- Ability to annually pass the Georgia Certified Firefighters Physical Agilities Test within seven (7) minutes or less.
