UPDATE: Man climbs down ladder from fence at Highway 99 overpass

UPDATE ( pm): The hours-long situation came to an end thanks to Police negotiators who were assisted in their efforts to talk the man down by specialists with Behavioral Health and Recovery Services.

UPDATE ( p.m.): The man who was sitting on a fence on the Highway 99 overpass at Belle Terrace has climbed down after more than 18 hours. 17 News reporter Christian Galeno says the man climbed down the ladder onto Belle Terrace towards authorities.


UPDATE ( a.m.): Los Angeles County firefighters have entered the closure and are under the overpass with a rescue cushion.

Northbound 99 is being detoured onto Wible Road then to California Avenue, where drivers can get back on the highway.


BAKERSFIELD, Calif. (KGET) &#; An incident involving a person standing on an overpass at Belle Terrace has caused a major traffic delay on northbound Highway 99 since it began Thursday evening.

According to California Highway Patrol, the northbound lanes of Highway 99 are closed between Pacheco Road and Belle Terrace. Traffic is being diverted at White Lane.

The incident began shortly after 9 p.m. with reports of a person on the wrong side of the fence on the overpass at Belle Terrace, CHP said.

Los Angeles County firefighters were headed to the scene to assist, CHP said at a.m.

It&#;s unclear when the traffic will be cleared, according to CHP. You&#;re asked to avoid the area.

SACRAMENTO, Calif — p.m. update:

All lanes of Highway 99 have reopened after a multi-day closure by Caltrans to replace a bridge in just 99 hours.

Southbound lanes of Highway 99 have reopened from 47th Avenue to the US connector, according to Caltrans District 3.

The northbound lanes of Highway 99 are expected to reopen around midnight, Caltrans said in a tweet Tuesday night. 

The California Highway Patrol South Sacramento says the southbound lanes reopened six hours ahead of schedule.

Caltrans spokesperson Angela DePrato confirmed that Highway 99 from 47th Avenue to US will be reopening around midnight, ahead of schedule.

Originally, penciled in for 4 a.m. on Wednesday, DePrato said crews were able to hustle and ultimately ran into no construction issues in the latter part of the evening. 

Major progress is being made on Highway 99 as Caltrans continues its work replacing a bridge in just 99 hours.

The project has closed a portion of the highway from 47th Avenue to the US interchanged for nearly four days, but Caltrans says it is on track to reopen as promised by 4 a.m. Wednesday, June

“We are on schedule," Angela DaPrato, Caltrans spokesperson, said. "We're very excited. Crews are currently doing the polyester overlay over the concrete deck." 

DaPrato said the southbound side of highway is actually already complete.

"We're really making a lot of progress this morning," DePrato said. "We have a lot of freight coming through, a lot of high traffic volumes. So we're doing this preventative project right now to make sure that it's going to be ready to go for years to come.”

The bridge that Caltrans is replacing is roughly years-old. Construction crews are using innovative accelerated bridge construction techniques to complete the work as quickly as possible. 

It's a project that, in the past, could have taken much longer. 

“At the earliest it, would have taken six months, a year or even two years with extended weekend closures,” DaPrato said. “That's a real inconvenience for a lot of local businesses, motorists and residents in this area.”

Caltrans says the goal is to open all lanes at 4 a.m. Wednesday, June 16, still they ask for patience when that time comes.

“We’re coordinating with CHP," DaPrato said. "They've been a great partner with us on working with the closures, making sure to monitor traffic, making sure things aren't getting too high traffic volumes in certain areas. We’re going to make sure everything is safely done.”

Sacramento County — The California Department of Transportation (Caltrans) is scheduled to close northbound and southbound State Route 99 from 47th Avenue to the U.S. Highway 50 Connector.

The closure is scheduled to begin p.m., Friday, June 11 until a.m., Wednesday, June 16.

The closure is necessary for crews to safely replace the bridge deck on SR at 21st Avenue. Caltrans is taking preventative measures to fix California’s aging infrastructure, including extending the service life of this year-old bridge. To avoid extensive traffic shifts and lane reductions that could last up to six months, crews are using innovative accelerated bridge construction techniques to complete the work as quickly as possible. The work is imperative to continue to provide a safe route.

Crews are also closing the mainline westbound Business 80/Capital City Freeway to southbound SR, and the westbound and eastbound US connector ramps to southbound SR In addition, the following ramps are scheduled to be closed:

  • The on-ramp from 16th Street to eastbound US
  • The on-ramp from 29th Street/H Street to westbound Business 80/Capital City Freeway
  • The on-ramp from 29th Street/N Street to westbound Business 80/Capital City Freeway
  • The on-ramp from 29th Street/T Street to southbound SR
  • The on-ramp from Broadway to southbound SR
  • The off-ramp from southbound SR to 12th Street
  • The off-ramp from northbound SR to 12th Street
  • The on-ramp from 14th Avenue/30th Street to southbound SR
  • The on-ramp (slip) from Fruitridge Road to northbound SR
  • The on-ramp (loop) from Fruitridge Road to northbound SR
  • The on-ramp (slip) from East 47th Avenue to northbound SR
  • The on-ramp (loop) from West 47th Avenue to northbound SR

These routes will be unavailable during the closure and motorists will be rerouted. Use Interstate 5 and avoid SR for the 99 hours. Consider using these alternate routes:

Traveling north from San Joaquin County (Stockton and Lodi) to Sacramento

  • Use SR-4/Crosstown Freeway to northbound I-5 or
  • Use SR to northbound I

Traveling south from Sacramento to San Joaquin County

Traveling north from Lodi or Galt to Sacramento

  • Use SR/Twin Cities Road to northbound I

Traveling north from Wilton or Elk Grove to Sacramento

  • Elk Grove Boulevard to northbound I-5 or
  • Laguna Boulevard/Bond Road to northbound I-5 or
  • Cosumnes River Boulevard/Calvin Road to northbound I

Traveling south from Sacramento to Elk Grove, Wilton or Galt

Traveling north from Florin or South Sacramento to Downtown/Midtown Sacramento

  • Stockton Boulevard/Mack Road to northbound I-5 or
  • Florin Road to northbound I-5 or
  • 47th Avenue to northbound I

Traveling south from westbound Business 80 (North Sacramento area or Cal Expo) towards San Joaquin County

Plan ahead, expect delays and consider alternative methods of transportation.

Sacramento Regional Transit (SacRT) is providing free light rail service during the closure beginning June 12 through June To ride light rail for free, riders must show the fare inspector a free rider flyer, which will be available at FixSaccom starting June 1. The 21st Avenue Undercrossing was built in and widened in There is currently corrosion on the surface deck, concrete spalling, cracks, the joint seals need to be replaced, and the bridge deck has begun to deteriorate due to wear and tear from high traffic volumes, freight movement, weather and age. Caltrans is replacing the bridge deck before emergency operations are necessary.

The bridge deck replacement is part of the $ million SAC 99 21st Avenue Project, which includes replacing the sound walls, the concrete median barrier and installing brighter lighting for the 21st Street Undercrossing. The project is possible thanks to funds from Senate Bill 1 (SB 1) and expected to be completed by the fall of The contractor for the project is Bridgeway Civil Constructors, Inc.

Work is scheduled to begin as listed but subject to change due to traffic incidents, weather, availability of equipment and/or materials, and construction related issues.

Highway 99 closure in Sacramento: What you need to know before you hit the road

SACRAMENTO, Calif. — p.m. update:

While on and off-ramps on Highway 99 in Sacramento are closed, the highway will allow "stragglers" to commute on the highway until 12 a.m., according to Caltrans.  

In a tweet Friday, Caltrans said ramps are closed and northbound and southbound Highway 99 will be closed soon.

The closure will last for four days, or 99 hours, and is scheduled to go into effect at 8 p.m., Friday, June 11 and last until 4 a.m. Wednesday, June The multi-day closure of a portion of SR, also known as Hwy. 99, will start at Hwy. 99 from 47th Avenue and run to the US connector, also known as Hwy. 50, in Sacramento. CHP says drivers can use Interstate 5 or Sacramento Regional Transit's (SacRT) light rail service, which will be offered for free during the multi-day closure.

Why is the project happening now?

"The closure is necessary for crews to safely replace the bridge deck on SR at 21st Avenue," CHP South Sacramento said on Facebook. "Caltrans is taking preventative measures to fix California's aging infrastructure, including extending the service life of this year-old bridge."

“This is actually a historic moment for Caltrans," Angela DaPrato, Spokesperson for Caltrans, said. "Probably one of the biggest closures that we’ve had in the department and in the Sacramento region."

What's closed to drivers?

Crews are closing the main westbound Business 80/Capital City Freeway to southbound Hwy. 99 and the westbound and eastbound Hwy. 50 connector ramps to southbound Hwy.  

According to CHP, the following ramps will be closed:

  • The on-ramp from 16th Street to eastbound Hwy. 50
  • The on-ramp from 29th Street/H Street to westbound Business 80/Capital City Freeway
  • The on-ramp from 29th Street/N Street to westbound Business 80/Capital City Freeway
  • The on-ramp from 29th Street/T Street to southbound Hwy. 99
  • The on-ramp from Broadway to southbound Hwy. 99
  • The off-ramp from southbound Hwy. 99 to 12th Street
  • The off-ramp from northbound Hwy. 99 to 12th Street
  • The on-ramp from 14th Avenue/30th Street to southbound Hwy. 99
  • The on-ramp (slip) from Fruitridge Road to northbound Hwy. 99
  • The on-ramp (loop) from Fruitridge Road to northbound Hwy. 99
  • The on-ramp (slip) from East 47th Avenue to northbound Hwy. 99
  • The on-ramp (loop) from West 47th Avenue to northbound Hwy. 99

What route should I take instead? 

Drivers are encouraged to use I-5 and avoid Hwy. 99 or free light rail service offered through SacRT during the multi-day closure. Other alternate routes drivers are encouraged to consider include:

  • Traveling north from San Joaquin County (Stockton and Lodi) to Sacramento
    • Use SR-4/Crosstown Freeway to northbound I-5 or
    • Use SR to northbound I
  • Traveling south from Sacramento to San Joaquin County
  • Traveling north from Lodi or Galt to Sacramento
    • Use SR/Twin Cities Road to northbound I
  • Traveling north from Wilton or Elk Grove to Sacramento
    • Elk Grove Boulevard to northbound I-5 or
    • Laguna Boulevard/Bond Road to northbound I-5 or
    • Cosumnes River Boulevard/Calvin Road to northbound I
  • Traveling south from Sacramento to Elk Grove, Wilton or Galt

Here’s a breakdown of the closure – and how to get around it.

When
The closure began on Friday at 8 p.m, according to Caltrans. The highway isn’t scheduled to reopen until Wednesday, June 16 at 4 a.m.

Where
Highway 99 between 47th Avenue and the Highway 50 connector. Both northbound and southbound lanes are fully blocked.

The work means that the following ramps are also closed:

The on-ramp from 16th Street to eastbound US

Why
Crews will be replacing the aging bridge deck on the SR at 21st Avenue. Traffic shifts and lane reductions would have lasted six months, so Caltrans says they decided on a hour closure to finish the work as quickly as possible.

How To Get Around It
Drivers will have to use Interstate 5 or surface streets. Of course, the earlier you can switch over to I-5, the better.

Drivers heading up Highway 99 from San Joaquin County should use the Highway 4/Crosstown Freeway to switch over to I-5, or use Highway 12 to northbound I

Expect heavier than usual traffic on surface streets through south Sacramento.

SACRAMENTO, Calif. (KTXL) — Caltrans crews are working around the clock to reopen Highway 99 by their deadline of 4 a.m. on Wednesday.

Officials told FOX40 Tuesday they were on schedule.

&#;We&#;re really excited to get FixSac99 done as soon as possible. This was in record time,” Caltrans’ Angela DaPrato told FOX &#;We are very excited to deliver this project on schedule and opening the roadways at 4 a.m. Wednesday.&#;

DaPrato told FOX40 there are 25 workers during each hour shift, along with machine operators with the goal to finish the project as soon as possible.

Caltrans says the dayslong project would normally take six months to a year to complete. 

Phase one of a four-day project that closed Highway 99 from 47th Avenue to the Highway 50 connector began Friday evening.

Over the past four days, construction crews have demolished the previous year-old bridge over 21st Avenue, installed support beams for the new bridge, poured concrete and re-paved the road. 

Tuesday morning, their focus was on putting a polyester overlay over the concrete they poured Monday. The goal of that polyester overlay and the special concrete they are using is to make the new bridge more durable and longer-lasting.

Caltrans estimates about , vehicles drive on the stretch of Highway 99 every day.

They say with increasing traffic volumes and more freight carriers using the freeway, it’s especially important the new bridge stands the test of time.

Crews will also spend the rest of the day inspecting the new bridge, installing medians between the northbound and southbound lanes, re-striping the pavement and reconstructing the barriers on the sides of the bridge.

Monday, traffic was backed up on surface streets around Oak Park and Curtis Park. Franklin Boulevard saw a constant line of cars stopping and going in both directions for most of the day.

The project will be completed in the fall of this year, so drivers may still see some lane closures in the area periodically over the next few months.
