Amasa Leland Stanford (March 9, 1824 – June 21, 1893) was an American industrialist and politician. A member of the Republican Party, he served as the 8th Governor of California from 1862 to 1863 and represented California in the United States Senate from 1885 until his death in 1893. He and his wife Jane were also the founders of Stanford University, which they named after their late son.[1] Prior to his political career, Stanford was a successful merchant and wholesaler who built his business empire after migrating to California during the Gold Rush. As president of the Central Pacific Railroad and later the Southern Pacific from 1885 to 1890, he held tremendous power in the region and a lasting impact on California. Stanford is widely considered a robber baron.[2][3][4][5][6]

Early life and career[edit]

Stanford was born in 1824 in what was then Watervliet, New York (now the Town of Colonie). He was one of eight children of Josiah and Elizabeth Phillips Stanford. Among his siblings were New York State Senator Charles Stanford (1819–1885) and Australian businessman and spiritualist Thomas Welton Stanford (1832–1918). His immigrant ancestor, Thomas Stanford, settled in Charlestown, Massachusetts, in the 17th century.[7] Later ancestors settled in the eastern Mohawk Valley of central New York about 1720.

Stanford's father was a farmer of some means. Stanford was raised on family farms in the Lisha Kill and Roessleville (after 1836) areas of Watervliet. The family home in Roessleville was called Elm Grove. The Elm Grove home was razed in the 1940s. Stanford attended the common school until 1836 and was tutored at home until 1839. He attended Clinton Liberal Institute, in Clinton, New York, and studied law at Cazenovia Seminary in Cazenovia, New York, in 1841 to 1845. In 1845, he entered the law office of Wheaton, Doolittle and Hadley in Albany.[7]

After being admitted to the bar in 1848, Stanford moved with many other settlers to Port Washington, Wisconsin, where he began a law practice with Wesley Pierce.[8] His father presented him with a law library said to be the finest north of Milwaukee.[7] In 1850, Stanford was nominated by the Whig Party as Washington County, Wisconsin district attorney.

Marriage and family[edit]

On September 30, 1850, Stanford married Jane Elizabeth Lathrop in Albany, New York. She was the daughter of Dyer Lathrop, a merchant of that city, and Jane Anne (Shields) Lathrop.[9] The couple did not have any children for years, until their only child, a son, Leland DeWitt Stanford, was born in 1868 when his father was forty-four.[10]

In 1852, having lost his law library and other property to a fire, Stanford followed his five brothers to California during the California Gold Rush. His wife, Jane, returned temporarily to Albany and her family. He went into business with his brothers and became the keeper of a general store for miners at Michigan City, California, later the name changed to Michigan Bluff in Placer County; later he had a wholesale house. He served as a justice of the peace and helped organize the Sacramento Library Association, which later became the Sacramento Public Library. In 1855, he returned to Albany to join his wife but found the pace of Eastern life too slow after the excitement of developing California.

In 1856, he and Jane moved to Sacramento, where he engaged in mercantile pursuits on a large scale. He was one of the four merchants known popularly as "The Big Four" (or among themselves as "the Associates"), who were the key investors in Chief Engineer Theodore Dehone Judah's plan for the Central Pacific Railroad. The five of them incorporated it on June 28, 1861, and Stanford was elected as its president. The other three associates were Charles Crocker, Mark Hopkins, and Collis P. Huntington.

The Central Pacific's first locomotive, named Gov. Stanford in his honor, is preserved on static display at the California State Railroad Museum, in Sacramento.[9][11][12]

Stanford ran unsuccessfully for governor of California in 1859. He was nominated again in 1861 and won the election. He served one term, then limited to two years.

In May 1868, he joined Lloyd Tevis, Darius Ogden Mills, H.D. Bacon, Hopkins, and Crocker in forming the Pacific Union Express Company. It merged in 1870 with Wells Fargo and Company.[13] Stanford was a director of Wells Fargo and Company from 1870 to January 1884. After a brief retirement from the board, he served again from February 1884 to his death in June 1893.

Also in May 1868, he started the Pacific Mutual Life Insurance Company (now Pacific Life) and served as its first president from 1868 to 1876.

While the Central Pacific was under construction, Stanford and his associates in 1868 acquired control of the Southern Pacific Railroad. Stanford was elected president of the Southern Pacific, a post he held until 1890 (except for a brief period in 1869–70 when Tevis was acting president) when he was ousted by Collis Huntington.

As head of the railroad company that built the western portion of the "First Transcontinental Railroad" from Sacramento eastward over the Sierra Nevada mountains in California to Nevada and Utah, Stanford presided at the ceremonial driving of "Last Spike" in Promontory, Utah on May 10, 1869. The grade of the CPRR met that of the Union Pacific Railroad, which had been built westward from its eastern terminus at Council Bluffs, Iowa/Omaha, Nebraska. He was even given the honor of driving the final spike.

Stanford moved with his family from Sacramento to San Francisco in 1874, where he assumed presidency of the Occidental and Oriental Steamship Company, the steamship line to Japan and China associated with the Central Pacific.[15]

The Southern Pacific Company was organized in 1884 as a holding company for the Central Pacific-Southern Pacific system. Stanford was president of the Southern Pacific Company from 1885 until 1890 when he was forced out of that post (as well as the presidency of the Southern Pacific Railroad) by Collis Huntington, the company's ranking vice president and the corporate directorate. That was thought to be retaliation for Stanford's election to the US Senate in 1885 over Huntington's friend, Aaron A. Sargent.[16]

Stanford was elected chairman of the Southern Pacific Railroad's executive committee in 1890, and he held this post and the presidency of the Central Pacific Railroad until his death.[16]

He is widely considered a robber baron.[2][3][4][5][6]

Other interests[edit]

He owned two wineries, the Leland Stanford Winery in Alameda County founded in 1869, and run and later inherited by his brother Josiah, and the 55,000 acres (223 km2) Great Vina Ranch in Tehama County, containing what was then the largest vineyard in the world at 3,575 acres (14 km2) and given to Stanford University.[17][page needed]

Stanford was also interested in horses and owned the Gridley tract of 17,800 acres (72 km2) in Butte County. In Santa Clara County, he founded his Palo Alto Stock Farm.[15][18] He bred Standardbred horses to be raced as trotters, including his chief sire, Electioneer (sired by Hambletonian)[19] and his winning offspring: Arion,[20] Sunol,[21] Palo Alto, and Chimes[22] (out of Stanford's best known dam Beautiful Bells[23]); and Thoroughbreds for flat racing. In 1872, Stanford commissioned the photographer Eadweard Muybridge to undertake scientific studies of the gaits of horses at a trot and gallop at the Agricultural Park race track in Sacramento. Images of the horses' feet were captured there, later moving to his Palo Alto Stock Farm. He wanted to determine if the horses ever had all four feet off the ground at the same time. The result was the proto-film Sallie Gardner at a Gallop (1878). As the Palo Alto breeding farm was later developed into the Stanford University, the university was nicknamed "The Farm."

The Stanfords retained ownership of their mansion in Sacramento, where their only son was born in 1868. Now the Leland Stanford Mansion State Historic Park, the house museum is also used for California state social occasions. The Stanfords' home in San Francisco's Nob Hill district was destroyed in the 1906 San Francisco earthquake; the site is now occupied by the Stanford Court Hotel. The Stanford residence at the Palo Alto Stock Farm became a convalescent home for children in 1919 (the forerunner of the Lucille Packard Children's Hospital) and was torn down in 1965.[24][25]


Stanford was politically active and became a leading member of the Republican Party. In 1856, he met with other Whig politicians in Sacramento on April 30 to organize the California Republican Party at its first state convention. He was chosen as a delegate to the Republican Party convention that selected US presidential electors in both 1856 and 1860. Stanford was defeated in his 1857 bid for California state treasurer, and his 1859 bid for the office of governor of California. In 1860, he was named a delegate to the Republican National Convention in Chicago but did not attend. He was elected governor in a second campaign in 1861.[9]

He was the eighth Governor of California, serving from January 1862 to December 1863, and the first Republican governor. Due to the Great Flood of 1862, the governor was said to have needed to row in a boat to his own inauguration. A large, slow-speaking man who always read from a prepared text, he impressed his listeners as being more sincere than a glib, extemporaneous speaker.[26]

During his gubernatorial tenure, he cut the state's debt in half and advocated for the conservation of forests. He also oversaw the establishment of the California's first state normal school in San José, later to become San José State University. Following Stanford's governorship, the term of office changed from two years to four years, in line with legislation passed during his time in office.

Later, he served in the United States Senate from 1885 until his death in 1893. He served for four years as chairman of the U.S. Senate Committee on Public Buildings and Grounds and on the Naval Committee. He was president and director of the Central Pacific Railroad the entire time he sat in the Senate. He authored several Senate bills that advanced ideas advocated by the People's Party: a bill to foster the creation of worker-owned cooperatives,[28][29] and a bill to allow the issuance of currency backed by land value instead of only the gold standard.[30][31] Neither bill made it out of committee. In Washington, DC, he had a residence on Farragut Square near the home of Baron Karl von Struve, Russian minister to the US.

Relationship with Chinese immigrants[edit]

The gold strike in California had brought a large influx of newcomers into the territory, including Chinese immigrants, who faced persecution.[32] Anti-Chinese sentiment became a political issue over time. In a message to the legislature in January 1862, Governor Stanford said:

To my mind it is clear, that the settlement among us of an inferior race is to be discouraged by every legitimate means. Asia, with her numberless millions, sends to our shores the dregs of her population. Large numbers of this class are already here; and, unless we do something early to check their immigration, the question, which of the two tides of immigration, meeting upon the shores of the Pacific, shall be turned back, will be forced upon our consideration, when far more difficult than now of disposal. There can be no doubt but that the presence among us of numbers of degraded and distinct people must exercise a deleterious influence upon the superior race, and to a certain extent, repel desirable immigration.[33]

Stanford was initially acclaimed for his frank statements but lost support when it was revealed that his Central Pacific Railroad was also importing Chinese workers to construct the railroad.

Stanford University[edit]

With his wife Jane, Stanford founded Leland Stanford Junior University as a memorial for their only child, Leland Stanford Jr., who died as a teenager of typhoid fever in Florence, Italy, in 1884 while on a trip to Europe. The university was established by March 9, 1885, Endowment Act of the California Assembly and Senate, and the Grant of Endowment from Leland and Jane Stanford signed at the first meeting of the board of trustees on November 14, 1885.[35]

The Stanfords donated approximately 40 million United States Dollars[36] (equivalent to $1,152,000,000 today) to develop the university, which held its opening exercises on October 1, 1891 and was intended for agricultural studies. Its first student, admitted to Encina Hall that day, was Herbert Hoover, who went on to become the 31st US President. The wealth of the Stanford family during the late 19th century is estimated at about $50 million (equivalent to $1,555,000,000 today).

Stanford had ideas of Stanford University employee ownership for more than thirty years before giving them expression in his plans for the university, proposals as a Senator, and in interviews with the news media.[37]

Personal life[edit]

Stanford was an active freemason[38] from 1850 to 1855, joining the Prometheus Lodge No. 17 in Port Washington, Wisconsin. After moving west, he became a member of the Michigan City Lodge No. 47 in Michigan Bluff, California.[39] He was also a member of the Independent Order of Odd Fellows in California.

Long suffering from locomotor ataxia, Leland Stanford died of heart failure at home in Palo Alto, California, on June 21, 1893.[40] He was buried in the family mausoleum on the Stanford campus. Jane Stanford died in 1905 after being poisoned with strychnine.[15][41]

Legacy and honors[edit]

  • In 1862 California volunteer troops re-building a military post at the confluence of the San Pedro River and Aravaipa Creek in Arizona Territory named the post Fort Stanford after the governor. However, the post later reverted to its former name, Fort Breckenridge, and in 1866 became Camp Grant.

  • 2008, Stanford was inducted into The California Museum for History, Women and the Arts, California Hall of Fame. A relative, Tom Stanford, accepted the honors on his behalf.[44]

The Breeders’ Cup Wednesday announced plans to utilize 100% of seating capacity at Del Mar racetrack for the 2021 Breeders’ Cup World Championships at the Del Mar Thoroughbred Club in November.

Del Mar is set to host the World Championships, one of horse racing’s largest events, for just the second time, on Friday, Nov. 5 and Saturday, Nov. 6. Tickets for the event will go on sale to the public at 9 a.m. on Friday, July 16.

“After conducting the 2020 World Championships without fans in attendance, we are delighted to be able to safely welcome fans back to the Breeders’ Cup World Championships this November,” said Breeders’ Cup President and CEO Drew Fleming. “Fans will once again be invited to experience the unparalleled competition, fanfare and hospitality that have become synonymous with the Breeders’ Cup as the world’s most talented horses, jockeys and trainers go head-to-head at beautiful Del Mar.”

Del Mar Thoroughbred Club recently announced plans to conduct its 2021 summer race meet at 100% of seated capacity for fans throughout its facility in accordance with local state and county public health guidelines in Southern California.

Interested fans can visit in order to view available seating options and prepare for the July 16 on-sale date.

Seating options for the 2021 Breeders’ Cup World Championships include:

— Premium dining: Fans can take in the championship racing at Del Mar while enjoying a fine-dining experience from the Clubhouse, Stretch Run or Paddock dining areas. Two-day dining packages are available for purchase ranging from $775 to $1,875 per seat;

— Box seating: Patrons in box seats will have dedicated cocktail service and menu options delivered directly to their seats in open-air, covered Clubhouse and Stretch Run Box seat locations. Box seating options include both single- and two-day packages ranging from $375 to $975 per seat; and

— Reserved seating: Fans can experience the 14 championship races from these open-air, covered, stadium-style seats. Reserved Seating is available in both single- and two-day packages that range from $100 to $475 per seat.

General admission tickets will not be sold at this time. However, Breeders’ Cup is coordinating with local health officials and hopes to offer general admission closer to the event.

All tickets will be sold in advance of the event and are subject to the availability at the time of purchase. No tickets will be sold onsite on Nov. 5 or 6.

All parking on-site at Del Mar will be limited and only available to those with official pre-paid parking credentials. The Breeders’ Cup will offer a park-and-ride program with complimentary public shuttle service to the track from two designated off-site park-and-ride locations on both racing days.

The Breeders’ Cup officials said they will ensure appropriate measures are in place to mitigate the risks associated with COVID-19. They remain committed to following state and local guidelines, and will continue to monitor and comply with all public health mandates as conditions evolve and change.

Dow Jones drops 600 points, wipes out 2018 gains to date

The New York Stock Exchange withstood another rough day

The Dow plummeted more than 600 points finishing at 24,583.42 and marking a third straight day of triple-digit losses.

Wednesday’s nosedive wiped out the S&P 500 and the Dow Jones Industrial Average’s year-to-date gains.

Many of the market losses were felt in the tech market where Netflix dropped 9.5%, Facebook fell 5 points and AT&T suffered an 8.1% loss. Amazon and Texas Instruments traded poorly as well.

Wednesday’s trading started with a boom as Boeing reported out-of-this-world returns. The market came back to Earth as the afternoon progressed. Among the factors thought to be driving the market are concerns about a global tariff war, rising interest rates in the U.S. and the European Union’s debate over resolving Italy’s debt problems.

It’s been a rough month for Wall Street.The Dow is down 7.1% in October and the S&P has dropped 8.9 points. Nasdaq is off 11.7%.

Capitol Journal: This California budget gimmick stinks

You probably thought a state budget divvied up all the Sacramento tax money and parceled it to a zillion programs. It does. But these days it also can do things that past legislators never dreamed possible.

For example, a budget can — and did last week — change recall election rules to protect one of the Democrats’ own and dismantle a constitutionally ensconced, scandal-plagued tax board.

Neither of these moves — and others — had anything to do with budgeting. They had to do with making major policy changes under the guise of budgeting without giving the public much time to think about it.

Credit — or blame — the unintended consequences of reform. Democrats cheer them. Republicans usually curse.

Let’s back up. The Legislature used to embarrass itself nearly every summer by fuming and fussing over a budget, dawdling far into the new fiscal year without a spending plan. It stiffed local governments and private vendors. Seven years ago it stumbled all the way into the fall before finally passing a budget on Oct. 8.

That was enough. Voters got smart. That November, they approved a Democratic-backed ballot initiative to reduce the legislative vote requirement for passing a budget from a gridlocking two-thirds to a simple majority. And they decreed that if it wasn’t passed by June 15, lawmakers be smacked with a harsh penalty: They’d lose their pay.

Legislators have met the deadline ever since. Budgets have been enacted before the new fiscal year begins on July 1.

The dynamics of budgeting have changed dramatically. Not only is it much easier to pass a budget — Democrats can do it alone without buying off Republicans — but a handy side-tool has been refined: the “trailer bill.”

Those are separate bills that trail the budget, ostensibly to implement it. Like the budget bill, they take effect immediately. But unlike the budget, they often are created in the dark without much legislative or public scrutiny.

Trailer bills have been around for many years. But they previously were tools mainly for paying pork to holdouts — usually Republicans — who finally agreed to support the budget. Those purchased votes no longer are needed. But trailer bills still live.

They’re mostly used now by Democrats for slipping through touchy new policy. Stick a few token bucks in a bill and it becomes part of the budget. It sails through the Legislature on a partisan vote.

“These bills are clever, they’re Machiavellian and too cute by half,” Sen. John Moorlach (R-Costa Mesa) complained during the Senate budget debate.

The trailer bill that really angered and surprised Republicans was one designed to protect freshman Democratic Sen. Josh Newman of Fullerton from a recall attempt.

The bill, supported by Gov. Jerry Brown, stretches out the recall process and practically ensures that voters won’t be allowed to cast ballots until the June 2018 primary election. That will guarantee a much bigger voter turnout than what there’d be at a lightly attended special recall election later this year. Democrats historically do better with larger turnouts.

The sneaky bill stinks. But so does the attempted recall. Ostensibly it’s to oust Newman for voting to raise gas taxes and car registration fees to finally fund repair of crumbling highways. Sorry, but making one tough vote is not a valid reason for recalling a lawmaker. Anyway, the real Republican goal is to eliminate the Democrats’ Senate supermajority.

Signature collectors are falsely telling people they can sign a recall petition and “stop the car tax.” Baloney. That would require a separate repeal initiative.

But Democrats sullied themselves by tucking their recall-protector into a broad-sweeping “state administration” bill and barely mentioning its true purpose during the Assembly debate. What’s more, another part of the measure could lead to development of a new veterans’ cemetery in Southern California, making a “no” vote potentially toxic politically. Republicans found that in particular poor taste.

“It broke my heart to see this bald-faced political move,” said Assemblyman Dante Acosta (R-Santa Clarita), whose military son was killed in Afghanistan. “If you want to get my ire up, you’ll do this kind of thing.”

In the other house, Senate leader Kevin De León (D-Los Angeles) asserted that Newman “is being threatened by one of the most cynical, shameless and fraudulent abuses of California election law.”

Democrats are afraid that if the GOP pulls this off, the party will keep using the strategy to whittle away at the Democratic majority in more low-turnout recalls. So they’re misusing the budget to outflank the right.

Republicans can’t expect good government tactics when they’re engaged in cynical opportunism.

Good government, however, is justification for eviscerating the obscure state Board of Equalization. Its demise is long past due and has been discussed for decades. The Legislature finally acted after a highly critical state audit reported the misuse of money and staff, and political shenanigans.

Completely abolishing the five-member elected board would require voter approval of a constitutional amendment. So the simple trailer bill — stripping out 90% of the board’s duties and giving them to a new state tax department — is the next best thing. And Brown will sign it.

“This is 90 years too late,” Sen. Mike McGuire (D-Healdsburg) asserted during the debate, citing a history of scandal.

“Whistle blower after whistle blower has called,” said Assembly Budget Committee Chairman Phil Ting (D-San Francisco).

For the record, the state budget will total $183 billion.

And it has morphed into a Magic Marker for rewriting all manner of public policy, a legislative game change.

You’ve heard the expression - you get what you pay for. It may not always be the case when it comes to dogs. Pure breeds can cost thousands of dollars, even if they start their lives neglected in squalor or come with hidden medical problems.

11Alive’s investigative unit, The Reveal, found more than a sick dog, but a sick animal welfare system. It’s why many advocates in the state are asking Gov. Brian Kemp to create an animal cruelty task force.

Janice, a pet owner in California who adopted a dog from Georgia, says the story of her Yorkie named Blanco is one reason why.


Janice, who has asked us to only use her first name, uses social media to post cute pictures of her dog Blanco's naps and new outfits. There's a more serious tone though, when she posts about what they've had to go through due to Blanco's health problems.

According to vet records obtained by The Reveal, Blanco has four places where her skull never closed and fluid builds up on her brain. The swelling causes confusion and a lack of coordination. That’s why Janice says her house is padded.

“It was devastating. Because they told me if her conditions got worse, I should put her down. And I’m attached to her, I love her,” Janice said, fighting back tears. “I’m praying for a miracle.”

As much as Janice loves Blanco, she’s confused why the dog was up for sale in the first place. Blanco wasn’t cheap, $2,000, plus the cost of the flight to get her from Suwanee, Georgia to San Francisco, California.

Janice went beyond medical updates. She also used her social media voice to tell others not to buy from Monica Wong - the pet dealer who sold Blanco. What followed were accusations on both sides of cyberstalking and bullying. They now have competing claims in court.  

Wong insists the dog only had one hole in her skull when sold, sort of like a newborn child's soft spot, and was otherwise perfectly healthy.

When Janice raised questions about Blanco's health, Wong asked her to send back the dog. Janice has not, citing concerns for Blanco's safety. She also worked with her bank to get a refund for the purchase.

While posts on Wong's social media pages indicate she has had a number of happy customers over the years, The Reveal spoke with more than a dozen people in states scattered across the U.S., upset by their experience. On a zoom call, they talked for more than an hour about their frustration and even heartache.

One of the pet owners is Rachel, who bought an Imperial Shih Tzu from Wong that she said died four days later. According to Georgia Department of Agriculture (GDA) documents, Wong told inspectors she bought the dog from an unlicensed breeder, a violation of her own license. Wong said she later learned the dog might be ill, the actual disease was redacted from the GDA document.

Another owner Judy says her dog only lived two days after she picked her up. The vet bills to figure out what was wrong, added up to $3,000. 

Caroline paid $1,800 for what she thought was a pure bred Yorkie, only to find out through Embark DNA testing that the dog is more Maltese.

“It doesn’t make me love her any less, but it just makes me angry,” Caroline said.

And two breeders, Kristie and Denise, bought dogs they believe had Brucellosis, a highly contagious disease that keeps females from having puppies. The breeders can’t prove Wong’s dogs were the source, but they argue the timing fits. Kristie says the disease impacted more than a dozen of her animals.

“I had to euthanize every one of my dogs. That cost me a little over $200,000. I do not care about any financial aspect, I think justice needs to be served for these poor dogs,” Kristie explained. 

“It was very, very heartbreaking,” added Denise who also had to put down several of her dogs after the disease spread.

Several of these women said when they went online to criticize Wong’s business practices, they were cyberbullied, much like Janice. One woman said Wong posted her personal contact information online.

Janice’s court filings accused Wong of tagging her place of employment on personal attacks, forcing her company to reach out to Instagram and Facebook to get the posts removed.


For at least two years the Georgia Department of Agriculture licensed Wong to sell dogs out of her Suwanee house, without ever requiring her to show proof the county would let her run a breeding business there. The GDA relies on applicants to know if they need a local business license and to acquire one before requesting to breed or sell.

“The horrendous smell just absolutely hit me in the face,” said Tinker, a woman from Georgia who says she went to Wong's house to buy a dog in 2018. “There were dogs jumping, nursing litters in the dining room. There was a dog scratching under a bathroom door trying to get out.”

Others in the group reported that Wong’s house was orderly when they went to pick up their animals, but it was a complaint that finally brought Gwinnett County Animal Control to the house. Turns out, county zoning does not allow breeding in her home.

That’s when she moved her dogs to a closed Bruster’s ice cream store. Turns out, she didn't have a business license to operate there either.

When inspectors walked inside, they found rows of dirty cages. According to a GDA report obtained through a public records request, Monica and her husband Kwok would go to take care of the dogs each day between 4-8PM. With that schedule, the dogs would go unattended nearly 20 hours a day.

Animal welfare attorney Claudine Wilkins says that doesn’t just create a problem with sanitation, but it also makes it hard to properly socialize the dogs.

“They don’t look at you as long, they don’t want to play with you. They have a reactive disorder almost, they’re not bonding well with a human. If you’re finding something that’s already 12 weeks old that hasn’t had any human interaction, you’re looking at a long haul with that puppy,” Wilkins explained.

The Reveal reviewed GDA inspection reports. Until November 2019, Wong passed in every category at her house. But when inspectors went to her new location in Alpharetta, she was cited for housekeeping, humane care, and sanitation among other things. 

GDA inspectors also found about three dozen dogs that needed rabies vaccinations, a requirement for any pet owner in Georgia.

Wong’s attorney argued his client had not been given enough time to renovate the facility when the surprise inspection happened and the citations ordered.


After the discoveries in her Alpharetta shop, the GDA ordered Wong to stop selling dogs. But she didn’t stop. 

A sales receipt shows Janice bought Blanco one month after Wong was ordered to stop. The GDA also reported it found Wong advertising on a half dozen other websites under the names Five Star Yorkies, Perfectly Posh Pets and Bella Pooches to name a few. In a written response to the GDA, Wong's attorney denies she sold any dogs in violation of the order through those websites.

Six months later, even though the GDA had reason to believe Wong wasn't playing by the rules, it gave her a new license. That allowed her to open a pet store as long as she acknowledged her mistakes and promised not to make them again. That’s how Linda and Rachel met Wong.

“There was absolutely no ventilation. The dogs that she had in the pens in the front were panting so heavily. There were puppy pads in there that were completely soiled and chewed up. I would call it anxiety chew,” described Linda, who visited the store twice while purchasing a French Bulldog puppy.

When animal control went to check it out, Wong didn’t even know how many dogs were there. She told inspectors 45. They counted 81.

“Every proud and legitimate breeder knows how many animals they have, how they’re bred," Wilkins said, explaining why it should be a red flag. 

But Solicitor Brian Whiteside is focused on another number. 61. That’s how many criminal citations animal control wrote that day at Wong's pet store.

“There’s allegations of animal cruelty, possible hoarding, unsanitary conditions,” Whiteside said. “People show things on the news, they see the picture, but you don’t see the smell.”

Whiteside can’t talk about the details of the case but says while his office fights to protect animals from abuse, it’s also important to think about the defendant’s mental health.

“You have to care about that person that is also charged,” Whiteside said. “What is their mental makeup? Why have they come to this point if it’s alleged that animals aren’t taken care of properly? How can our system also help that person?”

“That’s exactly why local assistance is so key to this. And not only local law enforcement, but local individuals – that if you see something, say something,” said Mark Murrah, the program manager for the GDA’s Department of Companion Animals, which oversees licensing.

While Gwinnett Animal Control did take action in Wong's case, local law enforcement doesn’t always understand a dog doesn’t have to be beaten or starved to press animal cruelty charges. And there’s still little recourse when the dog you get is not as advertised.

“The problem we have is the lack of communication. Which is why an animal cruelty task force in the state of Georgia that the Governor anoints, is what we really need,” Wilkins explained.

Police training on the state’s animal cruelty laws has increased in recent years, but with high turnover in many police departments and several counties with no animal control, Wilkins says it needs to be made mandatory.

“A police officer’s job is to enforce the law, whether they like animals or not it doesn’t matter. If something is happening and there is a law there that says it shouldn’t be done, police officers have to enforce the law,” Wilkins said. 


The Reveal tried to talk with Wong at a recent court hearing. She declined, and attorneys representing various aspects of this case haven’t responded to our emails. But she will get to present her side to a jury. She’s pleaded not guilty.

Wong told Animal Control officers that she offered customers upset about their purchases a refund or a new puppy. All of the buyers we spoke with say they were never offered a full refund, even when they asked. But a few did get another dog from Wong. One person reports receiving a partial refund since the type of dog she received cost less.

The buyers we spoke with want to know why Wong is the only one being accused. Her husband’s name, Kwok Wong, is listed on the business license for the pet store. Records show he was there when inspectors arrived, and he definitely spent time at the store.

“Her husband opened the door of the facility and let me in,” said Rachel, who filed a complaint with the GDA.

And several people sent their payments to another woman named Susan Miller. We emailed the address associated with the payment account, but received no response to our questions.

So why does having these names listed in the charges or GDA's disciplinary  action matter to the buyers?

“A breeder may simply disguise their entire operation under their friend’s name or relative’s name. And unless there’s some hard evidence to connect the two, the department of agriculture is not going to know that,” Wilkins explained, adding that GDA does not have the manpower to investigate these types of connections.

The program manager for the Companion Animal Division responsible for overseeing inspections agreed.

“We have 14 inspectors that are tasked with licensing and regulating over 4,000 establishments,” Murrah said, adding that there is no separate staff to help if an in-depth investigation is needed.

GDA says since they revoked Wong's license, neither her, her husband or any other family member to their knowledge has requested a license to sell or breed dogs. Wong was ordered to pay an $8,000 fine stemming from violations for house keeping, humane care, and sanitation. The GDA says she has not made that payment to date.

Janice has no idea how long her dog Blanco will live. But says her fight is about more than one dog. A feeling shared by many – who say something needs to change.

“Every dog has its day and I’m going to leave it at that,” Linda said.

Breeders’ Cup planning well under way at Del Mar

DEL MAR — Even before Del Mar’s 82nd summer season closed Monday, officials of the track and the Breeders’ Cup were already deep into planning for the return of racing’s premier event on Nov. 5-6.

“We’ve been in weekly planning meetings throughout the summer meeting,” Del Mar Thoroughbred Club President and Chief Operating Officer Josh Rubinstein said Monday morning.

“Construction began today on the quarantine barns for the foreign horses. Construction of the corporate chalets begins on Oct. 4. There’s not a whole lot of work to be done on the tracks. The main track will be re-balanced. The turf course will re-generate itself.”

A total of 25,000 reserved grandstand and chalet seats for the Breeders’ Cup went on sale in July. General admission and infield seats will be offered at a later date.

When Del Mar first hosted the event in 2017, 70 percent of tickets were sold outside the area. But with international travel still facing COVID-19 restrictions, more tickets are being allocated to the region.

“We’re offering premium tickets to local fans, including the Turf Club,” said Rubinstein. “Sales have been very strong.”

Rubinstein said attendance will again be capped at 37,500 each day as it was in 2017 when the event sold out.

“Setting that limit allows us to maximize the experience for every fan based on the facility infrastructure and staffing,” said Rubinstein. “We had such a great experience in 2017. ...

“We’re looking to present Del Mar the way we did in 2017. We have some amenities other tracks don’t have: luxury suites and trackside boxes … plus the climate, hotels and restaurants.”

Post positions will be drawn Nov. 1. Entrants are required to be on the grounds 72 hours ahead of Nov. 5.
