The nondescript building with blurred windows and simple blue letters reading “Rise” looks like an ordinary storefront next to a T-Mobile. But come this weekend, it will be a bustling medical marijuana dispensary, helping to serve the growing number of patients in North Jersey.

Rise Paterson, operated by Chicago-based Green Thumb Industries, is the first of the six medical marijuana businesses licensed in late 2018 to open. The state has only six other operators serving more than 60,000 patients.

Braving the chilly morning, those who came for a peek into the store Friday munched on muffins and bagels while holding cups of Dunkin’ Donuts coffee. By 10 a.m. Saturday, medical marijuana card holders will find the shelves stocked with cannabis.

Rise Paterson received its permit to grow marijuana and put its first plants in the ground last week, becoming Green Thumb’s 37th store. None of the other five pending dispensaries have come as far.

“We are thrilled to welcome everyone to Rise Paterson, [Green Thumb Industries’] first store in New Jersey,” said Devra Karlebach, the CEO. “We’re even more thrilled to open to Paterson and the surrounding communities tomorrow. We look forward to growing and producing high-quality branded products in the state. We are so honored to be part of your community."

Standing at the Rise storefront, which shares a small parking lot with Mamajuana Cafe and sits across the street from a McDonald’s, Mayor Andre Sayegh called Friday a “banner day” for Paterson before he cut a ribbon. He applauded the dispensary and said it will create jobs and bring revenue to the cash-strapped city.

“I’ve heard from countless constituents who have medical ailments who have travel to Secaucus or Montclair,” he said. “Now they can come home and get the care that they need and spend their money in Paterson.”

The dispensary’s retail store and cultivation site currently employ 12 people, and the company plans to hire closer to 20, said Karlebach. Sayegh said the city is working on passing a law to collect a 2% tax on sales at the dispensary, and hopes to have it pass in January.

“We don’t want to leave money on the table,” he said.

When Rise Paterson opens at 10 a.m. Saturday, its shelves will be filled with marijuana grown by Curaleaf, a dispensary in Bellmawr, until its own nearby growing operation is in full force. It typically takes at least three months to grow, harvest and dry marijuana, so Rise has entered into a wholesale purchase agreement with Curaleaf, a move the Health Department encourages to expand access to patients and avoid shortages.

Jeff Brown, the assistant commissioner of the Health Department who oversees the medical marijuana program, said the opening showed the state’s “ongoing commitment to expand the program” for patients by increasingly enrollment and options.

The program had just 17,000 patients when Gov. Phil Murphy took office. Now, it has more than 63,000, and the Health Department issued 250 cards in just one day this week, he said.

“We hear on a daily basis how far people have to travel to get their medicine,“ Brown said. "This is an area that has been underserved.”

The state has said it will license 24 other new medical marijuana businesses across the state. It accepted applications for the coveted licenses over the summer, but officials not yet said when they will announce the awardees.

UPDATE: A look inside the Phillipsburg bank building-turned-medical marijuana dispensary

Phillipsburg’s newest business offers a menu unlike anything you’ll find for 45 miles -- medical marijuana for qualifying New Jersey patients.

Marking a soft opening last Tuesday followed by its grand opening Monday, Nov. 30, The Apothecarium serves up marijuana buds with names like Grape Diamonds, Skunk Hero and Granpa’s Stash for $50 to $60 for an eighth-ounce (3.5 grams).

And that’s just the beginning.

“We’re starting with a limited product offering, and as time goes on we will continue to increase the product offerings that we have,” said Greg Rochlin, the northeast CEO of The Apothecarium parent company TerrAscend.

The Apothecarium Phillipsburg says its full menu will carry a wide variety of medical cannabis products in addition to buds (dried flower), including vaporizable and activated oils, pre-rolled joints, capsules, tinctures, topicals and a comprehensive selection of smoking and ancillary products.

New Jersey medical marijuana patients must be diagnosed by a physician with any of 17 debilitating conditions to qualify for purchases from any of the state’s dispensaries -- technically Alternative Treatment Centers.

The Apothecarium in the historic Phillipsburg National Bank & Trust building at 55 S. Main St. is Warren County’s first ATC.

Phillipsburg welcomes the new addition to its South Main Street lineup of restaurants and other businesses, Mayor Todd Tersigni said.

“We’re happy to welcome another business to the town of Phillipsburg,” he said. “The mayor and council look forward to working with their entire team now and the future.”

TerrAscend plans two more locations in northern New Jersey, Rochlin said, though the locations won’t be announced until they are approved by the state Department of Health.

The company also operates three dispensaries in Pennsylvania, in Plymouth Meeting, Lancaster and Thorndale.

Following voter approval of legalizing adult-use recreational marijuana in New Jersey, the state’s currently licensed medical marijuana dispensaries will likely be the first companies to open their doors to the public, nj.com reports.

But that expansion is dependent on lawmakers hashing out a framework for the industry. Rochlin said he had no insight into how full legalization will affect The Apothecarium.

“We look forward to working with the state of New Jersey and patients to give them the best experience possible and to make sure we have readily available cannabis for patients and adult-use users,” he said, calling recreational legalization “very good for New Jersey. It’s good for the industry, and I’m very proud to be participating in the state of New Jersey.”

Right now, the focus is on helping certified patients improve their quality of life.

“We want to make sure the patients have the medicine that they deserve,” Rochlin said.

TerrAscend operates a cultivation and manufacturing facility located in Boonton, New Jersey, and owns the Kind Tree and Ilera cannabis brands. The Phillipsburg dispensary by Monday’s grand opening will also carry products from other companies, including Curaleaf and Columbia Care, Rochlin said.

“We are doing everything in our power to make sure we do not run out of flower,” Rochlin said.

In a statement, Rochlin adds: “As with all of our Apothecarium dispensaries, we are committed to providing patients with quality medical cannabis in a welcoming environment with empathy, education and ongoing personal support.”

Patients are advised to register before coming to The Apothecarium, which opened by appointment only. Patients can also place their order online for pickup at the facility.

“We’re encouraging people to register online and then order online and then set up an appointment,” Rochlin told lehighvalleylive.com on opening day Tuesday. “We just did change so that if you have ordered online you can come in at any time to pick up.

“We just wanted again to make sure that the experience was as smooth as possible, and since this is the first dispensary that we have opened in New Jersey, again, we like to be cautious and give everybody the best experience that they can have.”

To comply with new state COVID-19 restrictions and U.S. Centers for Disease Control and Prevention guidelines, The Apothecarium requires social distancing inside and outside, and everyone inside must wear a face mask. The dispensary offers no-contact checkin and ongoing sanitizing throughout the day.

“We are asking people to understand we are going to greatly limit the amount of people that are actually on the sales floor at any one time due to coronavirus restrictions,” Rochlin said. “But again we are fully staffed, socially distanced apart, and we are doing everything we can to try to make the process as smooth as we can.”

NJ medical marijuana: List of dispensaries in the Garden State

Recreational marijuana is now legal in New Jersey after Gov. Phil Murphy signed into law three bills on Monday.

The laws signed allow the possession and use of marijuana by anyone over 21 years old within the state of New Jersey, who can have up to 6 ounces of weed on them without facing any penalty.

The laws also allow the purchase and sale of legal weed at state-licensed dispensaries, though it could be well over a year before recreational sales even begin.

Currently, only 23 dispensaries are open in the state — from 10 operators — to service the 117,000 registered medical marijuana patients here.
