Joining the Navy Reserve

The Navy Reserve is a force of highly trained men and women available to meet the expanded needs of the regular Navy. Reservists serve as officers or enlisted personnel, depending on their qualifications and interests.

Navy Reserve Guidelines

If you are interested in joining the Navy Reserve, you must:

-- Be between the ages of 18 and 35 without prior service. Prior service age limits differ.

-- Have a high school diploma although, in some instances, GED certificates can be accepted.

-- Pass a physical.

-- Take the Armed Services Vocational Aptitude Battery (ASVAB), which will determine career paths available for consideration. To learn how to get a good score on the ASVAB, go to the ASVAB section. For more on joining the Reserve, see the Joining the Reserve page.

Education Benefits and Skills Training

G.I. Bill -- Depending on your eligibility, the GI Bill allows you to attend school full time while serving in the Reserve and get full tuition and stipends. That's in addition to your Reserve paycheck and any other Reserve educational benefits you may be eligible to receive. Voluntary educationprograms -- As a member of the Navy Reserve, you can pursue college and university courses through the Navy College Program. This program helps Navy Reserve service members earn college credit by taking credit by exams, assisting with the transferring credits from school to school, getting college credits for military training and experience and more. Specialized Enlistment Programs

If you have no prior military service, you can enter the Navy Reserve through two special enlisted programs. These programs are for high demand specialized skills and/or ratings.

Accelerated Initial Accession Program (AIA) -- This option lets you jump-start your career. Through the Navy Reserve Accelerated Initial Accession program, you can enlist in the Navy Reserve as a fireman, seaman or airman. This enlistment option enables you to qualify for one of several Navy ratings (skill specialties or jobs) through on-the-job apprenticeship training.

Advanced Pay Grade (APG) -- High-demand skills could mean a higher pay grade. If you are employed in a civilian occupation that corresponds with an undermanned Navy Reserve rating, you can enter the Navy Reserve at an advanced pay grade (higher pay rate than normally assigned to a specific job). To enter through this program, you must have a qualifying ASVAB score and be physically qualified. A three-year enlistment is required.

To qualify, you must be employed currently or have been employed within the past 12 months in civilian fields comparable to the ratings for which you are applying. You should not have prior service, active or inactive, within two previous years in ratings convertible to the ratings for which you are applying. You must show sufficient documentation of professional and supervisory experience on a résumé, along with employer and personal recommendations.

After enlisting, you will be assigned the permanent pay grade of E-3. Go to Pay Charts to learn more about pay.

    1. Commissary and Exchange

    Navy Commissary

    One privilege when on active reserve is the ability to take advantage of lower costs at a commissary or exchange.

    This benefit provides lower costs on everything from groceries to clothing.

    Commissary

    A commissary is a supermarket that sells products at cost plus a 5% surcharge.

    Shopping at a commissary allows for significantly lower prices on goods such as food, cleaning, and laundry products.

    To be qualified to shop at a commissary, a reservist must have a qualifying year towards retirement, with 50 retirement points.

    There are several ways to receive retirement points including:

    • 1 point for each day of active service
    • 1 point for drill period attendance
    • 1 point for each day of performing funeral honors duty
    • 15 points for completing each reserve component membership year

    Once 50 retirement points have been accumulated, reservists can apply for a Commissary Privilege Card that is valid for 24 shopping days in a calendar year.

    This benefit can be used by military spouses or authorized dependents when the reservist is not there.

    If you happen to be called into active duty, the shopping privileges are updated to be able to go to the commissary daily.

    Exchange

    Navy Exchanges are military department and drug stores.

    You do not have to receive 50 retirement points to go to the exchange.

    Both you, your dependents, and spouse can go to the exchange any time you would like as long as you have a military ID.

    2. Civilian Job Rights and Protections

    One of the perks of joining the Navy Reserves is that you can keep your civilian job and still serve your country.

    But what happens to your job if you receive active duty orders? Are you protected?

    While your exact position and job duties may not be held, you can rest assured knowing that your job is protected through the Uniformed Services Employment and Reemployment Rights Act, (USERRA).

    This reemployment right will protect you while you are performing uniformed service.

    There are just three key areas that you must meet to qualify:

    1. Advanced notice must be given to your employer
    2. the length of absence cannot be more than 5 years
    3. the character of the person in service was not adverse.

    Other rules apply such as returning to work within certain time-frames.

    3. Navy Reserve Pay

    Being in the Navy Reserve provides an additional income for those who may be working full time or attending school.

    Navy Reserve pay is based on rank, time in service and qualifications.

    The Navy pays reservists the same as active duty personnel who meet the same above specifications.

    For every two days of traditional weekend drilling, you will receive four days of base pay.

    When completing the required two weeks of annual training, reservists will receive full active duty pay.

    Any additional days that you serve are paid on the same guidelines.

    The base pay for reservists is just a prorated portion of active duty pay.

    Bonuses can vary based on individual cases, but are generally offered as sign-on bonuses or affiliation bonuses.

    Potential special pay opportunities are available for certain skills, special duty assignments, or serving in high-demand career areas.

    4. Deployment/Mobilization Deferment

    For those with prior Navy service, including Navy Reserve service, there is an opportunity to have a deployment/mobilization deferment.

    This opportunity is available to encourage individuals with prior military service to join the Reserves without the fear of having back-to-back deployments.

    It also allows soldiers to find a new civilian job and housing in the community without having to worry about leaving the new job or location right away.

    Individuals are considered NAVETs if they had their most recent active duty tour or training in the Navy or Navy Reserve, have been released or discharged for over 24 hours, and completed 12 consecutive weeks or active duty or training.

    NAVETs who are within six months of release from their active duty tour can receive a two-year deferment.

    Those who are within 7-12 months of release from their active duty tour can receive one year of deferment.

    This benefit is great for those who are considering joining the Reserves after serving in an active duty role.

    5. Education

    Navy Reserve Education

    The Navy has significant resources when it comes to assisting with education.

    Being in the Reserves offers the time that is needed to focus on studies, in addition to opportunities that could allow you to attend college for free.

    The education programs below have different requirements and provide education assistance in areas such as tuition, civilian job search, certification opportunities and more.

    Montgomery GI Bill- Selected Reserve- This educational program provides up to 36 months of education benefits based on the type of training and full-time or half-time status. Reservists are eligible after completing Active Duty for Training, having a high school diploma, being in good standing and signing up for a minimum six-year obligation. Find more information here.

    Post 9/11 GI Bill- The Post 9/11 GI Bill is open to reserve members who have at least 90 days of active duty service. This helps with education tuition and remaining benefits may even transfer to dependents. Details can be found here.

    Navy COOL- This resource provides information on specific ratings in the Navy, related civilian careers, credentialing opportunities, and more information. You can find the NAVY COOL website here.

    DANTES Examination Programs- The examination programs allow you to earn college credit by taking exams. The College-Level Examination Program (CLEP) allows you to take any 33 entry-level college subject exams and earn college credits for the ones you pass.     Reserve Benefits

    5 Things to Consider when Choosing Active vs. Reserve Duty

    Choosing whether to enlist as an active-duty vs. reserve service member is one of the primary choices that will shape your military career. The benefits of each option are varied and should be considered in total to chart the path to your career goals. In choosing which path to take, consider these five aspects of your enlistment to determine which status of duty is right for you.

    Your Civilian Career

    Your career when you return to the civilian ranks is one of the most important factors of your military enlistment decision. The role you play within the military will enable you to launch and continue a successful career once your days of serving end. As an active-duty service member, you will be required to forgo starting your civilian occupational career for a period of at least two years. The benefits of choosing to enlist as active duty include being immersed in your chosen occupational specialty and gaining the insight and experience that comes with full-time work in your field.

    As a reservist, you will receive significant training for your chosen vocation but will have to transfer that training immediately into a civilian career pursuit without the benefit of on-the-job training. As a reservist, you will have the chance to practice your trade one weekend per month and two weeks per year. The benefit of choosing reserve status is the ability to further your education and begin working as a civilian right away.

    Active Duty vs. Reserve Compensation

    Though it might not be the most important part of your decision, the compensation you will receive after enlistment is an aspect that has stark differences, depending on whether you choose to serve as an active-duty member or reservist.

    Duty Station

    Active-duty service members are often granted basic choice in where they will be stationed after recruit training and military occupational specialty school - called Advanced Individual Training (AIT) for Army soldiers. Active-duty enlistees can be stationed anywhere within the United States or abroad, depending on the duties and mission of their respective unit. Reserve status members will be stationed near their home and only be subject to international station in the event they are called for active duty.

    Leave and Liberty

    Leave and liberty are forms of "vacation" for active-duty members. Leave is accrued at a rate of 2.5 days per month, or 30 days per year. Active-duty members coordinate their leave with their units, and such leave is subject to the approval of the unit's commanding staff.

    Liberty is any period of time when active-duty members are technically "off from work," such as weekends and holidays where you are absolved from duty unless otherwise instructed. Liberty is commonly available for 24, 48, 72 or 96 hours and comes with restrictions related to the distance members are allowed to travel and corresponding to the length of liberty granted. The longer the liberty, the farther members can venture away from their duty stations.

    Reserve members are not subject to normal leave and liberty conditions, as they are only obligated for two days per month and one Field Training Exercise (FTX) per year. In the event that reservists are called into active-duty service, their leave and liberty will mirror the requirements and conditions of those normally serving active duty.

    Other Benefits

    Active-duty members receive full medical and dental benefits as well as unlimited post exchange and commissary access. Active-duty members may be stationed within the United States or abroad. They can retire with full benefits after 20 years of service.

    Reservists receive full medical and dental benefits only if called for active-duty service. They are afforded unlimited access to post exchanges and may be limited to 24 commissary visits per year. Reserve members are stationed near their home for weekend and two-week drill and training duties unless called into active service. Reservists can retire after 20 years of service with modified retirement benefits.

    Pros & Cons of Joining the Reserve

    Those considering applying to join the Reserve must weigh the pros and cons of serving as a Reservist. And it’s not as easy as simply deciding you want to serve part-time in the military rather Pros & Cons of Joining the Reservethan going for a full time career in uniform.

    There are the nuances of each individual branch of service–some don’t want to join the Navy and would be happier in the Army, for example. Others may be interested in serving in one specific branch of service only. Whatever your motivations, there are things to know before making the commitment so that you make the most informed decision possible based on the pros and cons of becoming a Reservist.

    The Various Branches Of The Reserve

    Your options to become a reservist are as diverse as the number of military branches themselves. You can potentially join any of the following:

    What do you need to do to join as a Reservist? Meeting the following basic standards is the start:

    • U.S. citizenship or resident alien status required
    • In general be between 17 and 42 years old (specific requirements will vary by branch)
    • Pass an Armed Forces physical exam
    • Pass the ASVAB or Armed Services Vocational Aptitude Battery
    • Meet the minimum ASVAB eligibility standard for your branch of service
    • Earn a “sufficient score” on the Armed Forces Qualification Test (AFQT)
    • Meet service-specific requirements for your chosen branch of military service
    • Be willing to commit to a specific range of service from three to eight years depending on the job, branch of service, etc.

    Joining The Reserve: Circumstances Count

    When talking about pros and cons of becoming a Reserve member, the first thing to enter into the “con” category? You may not be able to rely on the experiences of those you know who have joined the Reserve if your circumstances aren’t similar.

    What does that mean? It’s simple, really. If you are a civilian and want to become a member of the Reserve, your experience will be much different (not worse, just different) than those who joined as “prior service” active duty or as reservists in a different branch of the military. As a “con”, this basically means that you will need to do more personal research to learn what your experiences might be like under comparable circumstances.

    On the “pro” side on this subject, your Reserve recruiter can pair you with others who have a similar circumstance to yours.

Or are you already in the work force and interested but not sure how currently employed people manage both civilian careers and military duty?     Pros And Cons Of Becoming A Reservist

    This is not meant to be a comprehensive list of every complaint and perk associated with joining a Reserve unit, but we will address some of the most common issues starting with the commitment you must make to become a part-time military member.

    Military Service Commitment

    Pro: Reservists generally serve one weekend a month and two weeks per year in peacetime. That is a reasonable commitment even if you hold a full-time career. Your commitment remains stable from year-to-year in peacetime. Reservists drill for 48 periods or units per year. That sounds like a “con” until you realize that a typical drill weekend period consists of four drill periods.

    Con: During contingencies including natural disasters, combat deployments, and other special circumstances this schedule is definitely subject to change. You may be activated, deployed, placed on active duty, etc. with short notice in some cases.

    Training

    Pro: Military training is provided including career field training. Those looking to break into a technical field may find that Reserve experience is a good stepping stone to experience in that field.

    Con: You will be required to attend basic training the same as any military recruit. After basic training you may also be offered advanced training.

    Pro: All Reservists participate in annual training for two weeks per year which earns you active duty pay for the duration of the training period.

    Activation to Full-Time Service

    Con: You may be activated to full-time service and this may be on an individual basis or as part of a unit activation. You could serve 30 days in a unit near your hometown or up to a year supporting a mission outside of the United States. Opting out of a deployment labeled involuntary is not an option.

    Benefits

    Pro: You get military benefits when you serve in the Reserve. Your pay is based on your rank and time-in-service, and you get active duty pay during training periods.

    There is free training to prepare you for your Reserve Component job. Reservists are offered TRICARE Reserve Select which is described by official sources as a “subsidized, fee-based health care coverage” program for reservists and their families when the military member is not on active duty.

    Reservists on active duty for more than 30 days get comprehensive medical/dental care for free. Family members are offered health care coverage when the military member is activated for more than 30 days.

    Con: The benefits you get tend to pale in comparison to full-time, active duty benefits in the same areas. This is a common complaint, and a fact of life in the Reserve.

    Pro: There are Reserve education benefits offered via the Montgomery GI Bill Selected Reserve (SR) and there are also options for earning the Post 9/11 GI Bill which can be transferred to spouses and dependents under the right circumstances.

    Con: The education benefits offered require a minimum six-year commitment.

    Balancing Military And Civilian Commitments

    Pro: You are only required to serve one weekend a month during peacetime, plus two weeks of training per year. This was mentioned above in the service commitment section. The pro here is that federal law requires your employer to work with you to meet your Reserve commitment and the Reserve duty in peacetime is a reasonable commitment to make.

    As a reservist, any time you are called to active duty for 30 days or longer you qualify for protections under the Servicemembers’ Civil Relief Act (SCRA). These protections begin on the date active duty orders are received and in certain cases the servicemember’s dependents may be eligible.

    Con: If you fail to meet your weekend duty and training obligations, you are subject to a court-martial or other disciplinary action. The protections offered to you under federal law including SCRA are not helpful if you aren’t in good standing with your duty commitment.

    The con section here includes noting that SCRA protections (credit, interest rate protections, other consumer assistance) are not offered to Reserve members unless they are activated for 30 days or more. The common complaint that active duty troops have it better, while not always applicable or relevant, is definitely a factor in this particular area.

    Joining The Reserve As An Extension Of An Existing Military Career

    Pro: As a prior-service Reservist you can begin a new civilian career and quit worrying about full time duty commitments.

    Con: You can still be activated for full-time duty when required and be deployed overseas if required.

    Pro: Prior-service Reservists who switch from active duty to reserve duty before reaching enough years to qualify for military retirement can still earn your retirement pay in the reserve branch of your choice. You won’t give up your retirement and you aren’t required to serve 24/7.

    Con: You have to wait until age 60 at a minimum to draw your retirement pay in most cases, unlike those who hit a 20-year retirement on active duty. Those troops get their retirement pay right away. Reservists must meet specific criteria when they are transferring from active service to the Reserve in order to qualify for retirement pay:

    • Be at least 60 years old (some may qualify to retire at age 50 depending on circumstances)
    • Have at least 20 years of qualifying service
    • Must have performed the last six to eight years of qualifying service while a member of the Active Reserve depending on circumstances in most cases
    • The Reservist must not “be entitled, under any other provision of law, to retired pay from an armed force or retainer pay as a member of the Fleet Reserve or the Fleet Marine Corps Reserve”
