 Assistance During COVID-19

NEW UPDATES:  CALIFORNIA'S STATEWIDE EVICTION PROTECTIONS (AB 3088) EFFECTIVE MARCH AND EXTENDED THROUGH JUNE 30, 2021 (SB 91). ACT NOW!

Eviction Protection for Residents - Delay in Rent Payment
Residential renters, homeowners and small landlords (4 or fewer properties) are provided some level of protections under the law.   A new tool called "The California COVID-19 Information App for Tenants & Landlords," which you can access here, helps both tenants and landlords understand their rights, and what protections or support they may have under California law.

Please be advIsed that the Eviction Protections do NOT waive or relieve you from your contractual obligations for unpaid rent due BUT keeps you in your home during this time.

Please visit the Housing Division’s Assistance During COVID-19 website HERE to learn more about the Statewide Eviction Protections. For a summary and Fact Sheet from CSA San Diego County, please click HERE or Resources for Landlords/Tenants click HERE.

Rent Assistance

Emergency Rental Assistance Program to ease the financial burden for low income renters financially impacted by COVID-19 is available through our community partner, SBCS, and can be accessed by clicking HERE. For general information, please visit us at www.chulavistaca.gov/tenanthelp. Applications will be reviewed on a first-come, first-served basis and assistance will be paid directly to the landlord.

Affordable Rental Complexes

LosVecinosFamilySeveral complexes within Chula Vista offer affordable housing opportunities to qualifying low-income families.  Each of these complexes offer units at various affordability levels. Please contact individual complexes directly for current availability and affordability requirements

Housing Choice Voucher Rental Assistance

(formerly known as Section 8)

This HUD funded program subsidizes the rents of qualified very low-income tenants to affordable levels.  In general, to be eligible for a housing choice voucher, a household's income may not exceed 50% of the area median income (AMI) adjusted for household size.  A family that is issued a housing voucher is responsible for finding a suitable housing unit of the family's choice where the owner agrees to rent under the program.

For Chula Vista residents, the Housing Choice Voucher Program is administered by the County of San Diego Housing Authority.  You may apply in person or online.  For all other cities, please contact the respective Housing Authorities administering the Housing Choice Voucher Program (other cities).  If you are interested in learning about portability to or from Chula Vista you must contact the County.

Independent Living or Group Living Arrangements

Independent living is sponsored in privately-owned homes or complexes that provide housing typically for adults with mental illness and other disabling health conditions in a shared living environment. They serve residents that do not need medication oversight, are able to function without supervision, and live independently.

Landlord-Tenant Resources

Whether renting a room, an apartment, a house, or a duplex, the relationship between a renter and the property owner is governed by federal and state laws.  If a problem occurs, the renter and property owner should try to resolve the problem by open communication and discussion. Any issues that come up are resolved as matter by two private parties. The City of Chula Vista does not enforce federal and state laws related to landlord-tenant issues.

Resources for both tenants and landlords focus on California laws and are available by clicking here.

Fair Housing

If you believe you been a victim of illegal discrimination or have questions regarding landlord/tenant disputes visit our Fair Housing page.

Central Chula Vista

This neighborhood is where you’ll find Third Avenue Village, the cultural heart of Chula Vista. In this quaint old-town village, you can walk just about anywhere, including to convenient grocery stores and the nearby farmers market. The Chula Vista library is located here, as well as Memorial Park, where many Chula Vista festivities are held. There is an eclectic mix of restaurants, boutiques, bars and flower shops.Talavera Azul serves authentic Mexican food, and Italianissimo Trattoria is the place to go for Italian fare. There is craft beer at the Chula Vista Brewery, and don’t miss the annual Amps & Ales festival for your chance to sip on the finest brews in the Chula Vista area, all while listening to live music.

North Chula Vista

In North Chula Vista, you can choose between luxury apartments, cheap apartments and affordable rental homes, all adorned with palm trees and lush landscaping. The neighborhood is wonderfully walkable, with plenty of nearby hangouts, including Filippi’s Pizza Grotto, Zorbas Greek Cuisine, and the Star Gazer Club, a cool bar with live music, good drinks, and pool tables.

Harborside

It’s no surprise that the farther south you go, the more authentic the Mexican flavor. In this Chula Vista neighborhood, your seafood is served on tostadas and tortillas at Mariscos El Pescador, and your barbacoa is prepared using a centuries-old recipe at Aqui Es Texcoco.

Bayfront

This Chula Vista neighborhood is located on the San Diego Bay, with many homes and businesses overlooking the waterfront. The Galley at the Marina is located here, a popular spot for happy hour thanks to its fresh seafood, gorgeous sunsets, and Jimmy Buffet-style party atmosphere. To connect with nature, head north to the San Diego Bay National Wildlife Refuge, a salt marsh refuge and home to many endangered species.

Otay Town

If your definition of a “walkable neighborhood” includes miles of nature trails, then Otay Town is where you want to be. The Otay Valley Regional Park is located here. Locals hike, bike and ride horses through the scenic trails, salt ponds and rolling hills that stretch all the way from the 805 Freeway to the San Diego Bay. Meanwhile, you’ll find a ton of great restaurants and nightlife along Main Street, including Tamales Ancira, Mariscos La Cacho, and the Birrieria & Menuderia Del Toro. For great music and dancing check out the Over the Border Nightclub, which features live international bands and a saucy dance crowd.

Eastlake

Eastlake and other east side Chula Vista neighborhoods are on the rise. These master-planned communities feature affordable apartments and newer rental homes. The rolling hills and wide-open spaces have a rural feel, while nearby shopping centers provide all the conveniences you could need.
